For v2.76, it's included if you download the "complete package", but not if you 
only download the "basic package".

Yes.  The "ASCOM program" is three parts altogether:  the ASCOM platform, the 
plug-in for CdC, and a driver for your scope (available either on the ASCOM 
site, or from your scope manufacturer).
