Project Pluto provides UCAC3 access source code here: 
http://www.projectpluto.com/ucac3.htm The code itself seems devoid of 
license terms and his source code page says this:

"*Copyright restrictions: *All this code is free for use in 
non-commercial applications. If you wish to use any of it in a 
commercial application, please let me know; I'm not averse to a little 
bartering in such cases."

We should contact the author to be sure but it seems that the task of 
coverting UCAC3 to CdC catalogs is limited to deciding what to put in 
the different versions that Patrick listed earlier. We can then create 
one or more catgen project files and instructions for how to generate 
the various catalogs for those who have the raw data. In addition 
Patrick can choose to upload ready made catalogs at his convenience.

I haven't yet compiled the code but it looks trivial enough. The output 
format is pretty standard so I think the utility can be used as-is by 
catgen. If needed we can modify the code and release that back in the 
public domain.

This weekend looks a bit busy but I'll try to extract a few sections and 
get catgen cranking on them.
