SkypeWatch can announce signins but not signouts. SkypeWatch uses the pop-up system-tray windows that Skype produces for sign-ins, chats, calls, etc.; but Skype does not produce an alert for a signout.
I'm not sure I understand your question about chats. If you have Skype set up to display an alert when a chat comes in, you should hear it with SkypeWatch. If chats pop up automatically when they come in though, you'll only hear (and see) an alert box for the first line from anyone that starts to chat at you. Once a chat window is open, Skype no longer shows an alert when another line is sent to that chat window; it just puts the line in the window. If you're asking whether I can make SkypeWatch tell you new chat lines as they come in, no matter which window they come to, the answer is, technically yes, but practically I'm not sure how it should be done. I personally wish sometimes that I could make all chats stay in a single window and I could just choose, with a short prefix on my lines, who to send each line to. That's what I used to do in IRC, but I doubt Skype ever allows that.
