Actually the jsm, not the jsh; and some strings are already there ... but the project of moving them all there, from all files, has not been completed to date. It also causes some complications, because a fair amount of the code in the Skype scripts is code I share among several projects; so to keep things in sync, if I make a change in one, I have to make changes in others too. The jsl files are the ones most affected by this.
The Freedom Scientific intention though is for the jsh and jss to need no localizing, and the localizing to be in the jsd and jsm files. Of course, others like jgf and jdf would need localizing too where they exist.
