Hi Jim, this is not version 4 specific. You can in fact log into your account with any version of Skype, and set up your caller ID. You can either use a cell phone number as you say, or if you have a SkypeIn number in a supported country, you can use a SkypeIn number for caller ID. The US is one of those supported countries.
