There is a bug tracking system that is closely monitored by Skype developers and which one can use without being a beta tester. The system is at
http://developer.skype.com/jira/ I confess I have not looked at it myself, so I don't know what is involved in using it; but I do know, firsthand, that things posted there do reach Skype developers for consideration.
