Ah, a phone number that isn't a contact already? That's a bit different. :-)
My first thought was to type /call so-and-so. Note the slash before the word call. I typed that into the conversation edit window for the call I was already in. Indeed, a call was made, and indeed, I could hear both calls at once; but the two calls were not conferenced I think; they appeared as separate entries in the live conversation list. I don't think there's another easy way to do this in Skype 4, but I don't think you can do that in Skype 3 either.
