Not sure if this works in Skype 3, but in Skype 4.0 beta3, you can call a phone number from any chat window by typing /call in front of it. Notice the slash. For example, /call +13125551212 would call 312-555-1212, which is probably still a Chicago area information number.
A warning though: At least in Skype 4.0 beta, if you do that when a call is already active, you'll get two simultaneously active calls, but they will not be conferenced together.
