Not sure if this works in Skype 3, but in Skype 4.0 beta3, you can
call a phone number from any chat window by typing /call in front of
it.  Notice the slash.  For example, /call +13125551212 would call
312-555-1212, which is probably still a Chicago area information
number.

A warning though:  At least in Skype 4.0 beta, if you do that when a
call is already active, you'll get two simultaneously active calls,
but they will not be conferenced together.  You will hear both, both
will hear you, but neither will hear the other.
