it depends on your country of origen. For example, calling an American (US) number from South Africa, I'll pick up the phone and dial 0017278038000 which will get me to Freedomscientific in StPetersburg, Florida.
the + is used like x is used in algebra. It's a sub for a number. a couple years back + would've been 09 over here, but it changed to 00.
