I never implemented the command you're asking for in Skype 3.8, and honestly, I'm not likely to get to it now since Skype 3.8 will eventually be replaced by Skype 4. In Skype 4 now, the incoming call notification does list the first few conference participants already. It is not practical yet to get a full participant list in Skype 4 though, because there's no MSAA for it yet and the list can scroll, shrink and grow on screen depending on user settings and amount of text, etc.
