Doug Lee's site has all the info you will need about Skype watch.
As for a brief description,
SkypeWatch allows Jaws to read the tray alerts that appear whenever certain 
things in Skype happen, like people who are signing in, 
new calls, chat requests, file transfers (this is only when Skype is set to 
show tray alerts.)
Note that to set your tray alerts, go to Tools and then Options.
Once there, look for Alerts or Notifications (not sure how it's worded.)
The biggest thing that needs to be dealt with is to have Skype show a tray 
alert instead of a call alert.
Then check the boxes for the different alerts you want to see;
Items that are not ticked will not be read out loud by Jaws.
