others had reported issues with sending touch tones through Skype. They'd always worked fine for me, when I was using Skype for Windows, i did so up to version 3.8, then I'd switched to the mac. WHat version of Skype do you have there? I'd heard that people were experiencing problems with this, in Skype 4.0 particularly.
