Touch tones go through if you press them while focused on the dial pad in 4.1. I wrote Ctrl+Shift+D to focus the dial pad in 4.0, and it might still work in 4.1. I thought touch tones worked automatically in 4.1 because I thought the dial pad automatically appeared in a SkypeOut call, but I have not had a chance to play with this and verify all that.
