As for finding out about people, I think you can view their profile, but I don't know how to do that in skype 3.8 seeing that I use skype 4. But here's what I do, I usually don't add people to my skype unlless I've seen their name on another list I'm on, or if I know the person personally, or if the person writes a message in the message field telling me who they are and what list they found my skype name from.
