I think you're referring to an older version of SkypeWatch that I also wrote. The reasons for the change have been discussed often, but they boil down to two things. The old method required the repeated and rapid scanning of your entire contact list, which slowed down computers for people with large contact lists. Also, with the advent of contact filtering (the list changes size as you type a name to find it), just looking for someone would cause a huge number of bogus sign-outs and sign-ins. A third and less major issue is that Skype provides more alerts than I could that way, so even though we lost one, we gained many more.
