The method for installing Skype Watch to which you refer, is the old way of installing Skype Watch. This installation method is not supported any more since Script Revision 42a. There is a neat, easy-to-use utility for installing Skype Watch using the new installation method. Check the footer of each message on this list to find the download link. Hope this helps.
