Hello,
if you mean to transfer a call to a phone number, I think you first need
SkypeOut Credit in order to enable this feature, then enable it in the
options window under the correspnonding tab. For transferring a call to the
conference hosting people instead, in the call menu there's an option. Note
that in Skype 4.0 and 4.1 it was removed, and apparently they re-introduced
it in 4.2 beta.
