Hello Bob,
did you enable the SkypeWatch feature? If so, check the corresponding sounds
in the sounds settings and make sure they're played. If not, then you must
have the same trouble that I have sometimes. One of the critical moment for
me can be when I receive/start a call very shortly after signing in, or in
the past it could be if I plugged my USB headset, then turned on the pc and
signed in to Skype.
