That message comes from the JAWS scripts for Skype, and it appears whenever Windows is not reporting to Skype that a screen reader is running. This happens when you load JAWS, then load and unload another screen reader, such as Narrator. It can also happen if you load Skype before you load JAWS I believe, though current scripts should be able to fix that one without showing the message. If you're getting this message under any other conditions, I can't tell you why, but I can tell you what it means: It means that, for whatever reason, the Windows Screen Reader flag is not set when you try to use Skype. I don't know what else can cause that other than what I just described.
One other thing you can try, though, is this: If you're running JAWS automatically on boot, at least under Windows XP and older, it will be running as a service. You could try unloading JAWS, loading it as a user process, such as by typing "jaws11" into the Windows Run box, then loading Skype after that. This should not be necessary, but it will change how Windows, JAWS, and Skype all communicate enough that it might work around your problem. I'm using the latest versions of jaws 11, skype 4.1 and the skype scripts on windows vista home premium service pack 2 with all updates applied, and I have tried doing a system restore back to a time when it wasn't happening, and i've even tried completely removing and reinstalling skype, as well as the steps outlined on Dug's website, but no go.
