Actually they did not remove the Call button from that panel, but I can sure see why you thought so. I just now played around with it in a conference, and this is what i found works:
Go to the live conversation if you're not already there. Double Ctrl+6 to get to the Profile area. Arrow down, not Tab, until you get through the initial buttons, past any other participants, to the participant you want. Arrow down one more time. You should hit a button, probably a Skype button. Do not arrow down again, or you'll go to the next person, or out of that area entirely. Instead, surprise surprise, arrow up! You will not go back to the participant, you'll go to the Call button! I admit this is a little like opening a combination safe, but that works reliably for me, and at least it's possible. Honestly, as busy as the Skype 4.2 screen is, sometimes a peculiar sequence of keys is marginally preferable, at least to me, compared to having a tab order with some 50 things in it, because that would make it take forever to get anywhere.
