Hi! Yes, this is accurate.
While you can still use Skype to freely dial US toll free numbers, you can no longer do so with Skype to go. I recently became aware of this, and it knocked me back a little until I found another way to make the call. The combination of a slow internet connection and Skype is often not doncucive to a reliably clear, phone connection, even though Skype to Skype calls are consistently fine. This has caused me to result to using Skype to go for my calls with better results, until the other day when I tried to use it to reach a toll free number in the US. I just found an alternative number that wasn't toll free , and made the call successfully using Skype to go anyway, but thought others here should be alerted.
