Yes, but contacts are expected to include a phone number in order to access
Skype out.
Any number that you call can be designated as a speed dial contact. You can
organise this directly on Skype to go, or by logging into your account.

actually if you check yoru voicemail via skype to go one of the options is
to call this contact. I hit option 2 and it brakes.

It is intended to offer a local way of accessing Skype out. The other
caveat to it is the Skype out contact must be international. To be clear,
you can't use Skype to go to call my US number from the US. If you are in
the US, you can use it to reach me by either my NZ land line number or my
NZ skype in number.

1 question that strays a bit. lol. but how do you use skype to go to
call skype contacts? not skype out contacts? I've tried and it failed
big time with every one I've tried.

can no longer do so with Skype to go. I recently became aware of this,
and it knocked me back a little until I found another way to make the
call. The combination of a slow internet connection and Skype is often
not doncucive to a reliably clear, phone connection, even though Skype
to Skype calls are consistently fine. This has caused me to result to
using Skype to go for my calls with better results, until the other day
when I tried to use it to reach a toll free number in the US. I just
found an alternative number that wasn't toll free , and made the call
successfully using Skype to go anyway, but thought others here should
be alerted. Clearly Skype isn't going to shout this from the rooftops,
but I believe we still need to know.
