When you dial digits, it helps tremendously to mute your mic while dialing. Telephones do that automatically, but I think Skype does not. Bad connections can of course also impair the ability to dial. If you're hearing the digits dialed but they don't work, these are my two best suggestions. If you're not hearing the digits dialing in the first place, chances are you're not actually getting them to send.
