Aha, we finally have something! If I leave the final slash out, some browsers can get there and some cannot. IE 8 succeeds for me. Lynx does not. WGet, which is an URL content retriever, does not.
So I must assume that IE 8 is effectively adding the slash for you if you don't type it. I don't appear to have control over what happens if you leave the slash out though, so my best advice is to make sure to include it.
