do not confuse we're talking about two different things making pretty the
same operation though with different ways:
1. SkypeWatch is a feature of JAWS scripts for Skype, which watches for
Skypes tray notifications and reports them to the user;
2. SkyopeTalking is another application developed by Hrvoje Katic and
Gianluca Casalino, which communicates with the Skype API protocol for the
notifications, and it's not only for JAWS, it also supports NVDA, Window
Eyes and System Access.
Coming back to Chris question, here are the direct links for SkypeTalking
latest version:
1. installer:

2.portable archive:

The portable archive is a 7-zip auto-extracting archive, which explains the
