If I may ask a stupid question here, just what is this "UAC" that everyone
is talking about? Is it in Windows XP?

UAC should not interfere with Skype or the scripts, or JAWS' ability
to get to the Windows screen reader flag, unless perhaps you installed
Skype while logged in as someone other than yourself.
As a rule, I recommend leaving UAC turned on, because it catches
attempts by programs to change things that could impact the security
of your computer. I know a lot of people shut UAC off for convenience,
but personally, I think UAC serves a good purpose. Then again, I've
been a network administrator a few times in my life. :-)
