Is it possible that the sound effect is configured within Skype to come out of its speaker settings, which may be set to headphones rather than your actual computer speakers?
Also, the sound may be routed into your headset, which you are most likely not wearing when not using Skype, so of course you don't hear the configured sound effect. Try the whole process wearing the headset. Then I press shift + tab back up before I get to event list I heard it's say siren then I press tab key to play button then I press spacebar then siren sound to play once I hear it's play then I press tab key down to save button I need someone to listened to my computer and tell me what I'm doing wrong and help me to correct the problem because whenever I'm on other window and someone send me a message I don't hear siren sound alert me that someone send me a message and don't hear no other sound when I'm on other window .
