I took a look at the link you provided and then researched it on Google and
found some English versions that back up this website. What I was not sure
about in the website you provided is it said something about smart phones.
Are smart phones also banned in Ethiopia? Or just the VOP apps that can be
used on smart phones? I am going to provide the links below to the English
versions I looked at. It appears from what I can tell this is a government
money issue in Ethiopia. It is indeed absurd though.
