I believe this is the error I once, and only once, saw on a Windows Starter version. The cause was that it did not have the VBScript interpreter installed. The installer uses VBScript, though the scripts themselves don't need it.
There are two choices here: 1. Find and install VBScript. It can be done, as that's what the person I saw with this issue did. Unfortunately though, I don't have or remember any info on what to install specifically. OR 2. Install the scripts manually. You can unpack the scripts with a 7Zip utility from the installer, then copy the unpacked files over to the JAWS 10.0 user settings folder. That will make the Skype scripts work, excluding the SkypeWatch feature. If she was already running Skype scripts with SkypeWatch active, that might even make SkypeWatch work again. The instructions for manually setting up SkypeWatch are on my web site and more than I think it makes sense to type here.
