It is an installer. The publisher can't be verified because I don't have that sort of setup here for signing installers. I never have though, so if you're seeing a change in behavior, it may be just because I gave out a direct link instead of having you go to my web site to find the link. Also, if you changed browsers or browser versions, that could definitely alter what you see when you try to run or download an installer from the Internet.
