Go to Tools, Options, Advanced, Accessibility, and uncheck the box that says "Enable accessible mode." That mode tries to make UpArrow in the chat edit box move to the message list instead of editing the previously typed message, but that doesn't always work, and I prefer it to edit the previous message anyway.
