Hello John,
try going in the Skype options, Hotkeys cathegory, and make sure that
global hotkeys are enabled. Once you've done that, press tab and you
will find the list of available hotkeys, make sure all are checked.
Beware though, that if it's a video call, the hotkey will possibly
change to ctrl+alt+page up.
