Skype searches of this sort match in two ways: The first characters of Skype names, and the first characters of Skype IDs. So a search for Sally will match the Skype name "Sally Calvert" or the Skype ID "sally123" but not a contact whose name is "Silicon Sally" and whose Skype ID is "silsally12." Not sure if that explains your results though.
