The error you are reporting is exactly the one I fixed a while back for JAWS 17 installations, so I wonder if you might have run an older installer than intended? The installer currently at http://www.dlee.org/skype/ should work for JAWS 17. I released that on October 13 though; I did not release a Skype script update on November 4.
