I think you can mark that checkbox either way nowadays, but it definitely should be tabbable. It is here, in Options > IM Appearance.
Not sure why your Emoticon button would be unavailable. That's not a message in at least the English Skype scripts, so I wonder if it's coming from Skype itself?
