I generally think it's good that accounts don't go back in the wild, because this avoids the phone number reassignment problem we have with the telephone network: I have your Skype ID, or phone number in the case of phones, and suddenly it belongs to someone I don't know. So when I call it, both I and the new owner get an awkward surprise.
The telephone network has to reassign numbers to avoid running out, but Skype does not, because Skype will not run out of ids. There literally are way many more possible Skype IDs than there are people living on the planet.
