The full folder path, typeable from the Run box, should indeed be %APPDATA%\Skype\My Skype Received Files
If launching it from Run, put quotes around that since it contains spaces. Then for future simplicity, you could use Alt+Up to go up one level, make sure focus is on the My Skype Received Files folder, tap the Applications key, choose the Send To submenu, then activate "Desktop (create shortcut)" to put a shortcut to it on your Desktop.
