Hello,
A solution has been found and I need some answers from Microsoft.
Today Saturday November 12, Michael Amaro did a text chat with a
Microsoft agent and explained the problem.
Skype sound quality was terrible and we could not play audio through
a external mixers on a skype call.
The microphone on the mixer and during the skype call worked fine.
I give you this detailed information in the event you wish to read
the text of this chat which I assume you can find in a Microsoft Database.
She told him that this was a known problem and that to solve it, we
should downgrade to Skype Version 7.000.102.

I did so by uninstalling my current Skype version and then installing
the suggested downgraded version.
and immediately the sound quality jumped up to CD quality again and I
could play audio on skype calls from my external mixer.
I will continue to stay at the version until the skype problem is fixed.
If this was a known problem, why wasn't I told about it by Microsoft
Accessibility? Instead I was given trouble shooting steps to try the
assumption being that it was my computer at fault and not a skype or
perhaps a windows 10 issue.
I would like to be notified when the problem is solved so that I can
upgrade to a usable skype once again. I was using skype 7.29.
Sound quality was terrible and I could not play sounds while on a
skype call through the mixer.
I know of at least four others who have had this problem.
Five of us altogether with four in the United States and one in Russia.
I don't know why it only effected some users.
Please keep me informed as to progress in solving this skype problem.

ProFx 8 USB mixer and I can't demostrate JAWS by Skype to a
third-party. You can't even imagine what a setup I needed to have to
perform a radio presentation of JAWS 18 for the Russian-speaking audience.
So, if something more is suggested to you by Microsoft, could you
please forward their suggestions to me?

This message is off topic in the sense that it is not a JAWS issue.
Has anyone had this problem?
Please write me off list so we don't clutter up the list.
Several of us have had problems playing audio with external mixers
while on a skype call.
We can do so using the mixer and a sound editor such as sound forge
without problems.
While on a skype call, We hear the audio file material but the others
on the call do not except for about the first three or four seconds.
the sound on the file then drops off.
We're all using the latest skype and windows 10 anniversary which is
about when the problem started.
So skype or something in windows 10 has changed to cause the problem.
I've call the Microsoft disability desk and they couldn't figure it
out so they escalated the situation to somebody up the chain.
Sounds to me based on this trouble shooting email I'm about to paste
that they don't know what's going on either.
Others have called in this issue to its not just a setting on one
person's computer.
For those having this problem, here are the troubleshooting steps
recommended by Microsoft.
I hope they work and I will test them all out. but, I don't have a
lot of confidence that they will solve the problem.

There is already an update to issue regarding Windows 10 and Skype
volume mixer. To give you an idea what needs to done I have included
the troubleshooting steps suggested by our research team. Please call
us back at 1-800-936-5900 for further assistance.
Method 1:
1. Run Device Manager
2. Scroll down to Sound, video and game controllers
3. Single, left click the small arrow to the left. It will expand
the "Sound Video, and game controllers"
4. Single click / select your audio controller -- in my case it was
"Realtek High Definition Audio"
5. Now you need to tell it to update the software driver. I did this
by selecting the 3rd icon in from the right. It's an icon with a
small green arrow pointing up.
6. Tell it to "search automatically for driver software" --
Note: you have to be connected to the Internet.
Method 2:
1. Double-check if your microphone/s and speaker/s are properly
plugged-in, active, or turned on. Be sure that they are also not
muted. You can also test them using other applications to make sure
that they are working and not defective.
2. Download and install the most recent version of Skype. Issues,
bugs, problems, and irregularities in older versions are often fixed
or solved in the latest Skype version.
3. Update your audio/microphone/webcam drivers. You can use the
Update Device Drivers function of your operating system, or visit the
corresponding manufacturers' site to check if there are new versions
of drivers for your devices.
4. Download and Install remaining updates for your Operating System.
5. Click Tools >> Options >> General Audio Settings.
If the other party can't hear you
Under Microphone, select the preferred microphone device that you
want to use (there could be one or more options available when you
click the dropdown selection arrow). Check if the Volume Meter will
respond when you make sounds.
You can also try to uncheck Automatically Adjust Microphone Settings
and manually Adjust the volume to 80%-90% full.
If you can't hear the other party
Under Speakers, select the preferred speaker/headphone device that
you want to use (there could be one or more options available when
you click the dropdown selection arrow). To test you
speaker/headphone, click the check speakers option (green play icon)
and check if the Volume Meter will also respond.
You can also try to uncheck Automatically Adjust Speakers Settings
and manually Adjust the volume to 80%-90% full.
You can also click the Show Advanced Options to change the order of
preference of the available microphone and speaker devices in your
computer. For example; you place your external microphone on the
top of the list, followed by your internal microphone. Skype will
first look for your external mic, and will only use the internal mic
of the external mic is not available or not plugged-in.
6.Call echo123, the Skype sound testing service to check if your mic
and speakers are working. If both are working, you should be able to
hear the automated voice and the recording of your own voice.
