O que vc pode fazer é montar manualmente:
# mount /dev/sdb1 /mnt/tmp

Ou adicionar a linha abaixo no seu /etc/fstab para que os todos os usuários
possam montar e desmontar com o comando mount /dev/sdb1 ou mount /mnt/tmp:
/dev/sdb1      /mnt/tmp       vfat
noauto,users,umask=000,utf8,shortname=lower  0   0

E, por fim, o HAL. Para habilitá-lo, você NÃO poderá ter a linha acima no
seu fstab.
Adicione os usuários autorizados no grupo plugdev.
Reinicie seu computador. (Dizem que basta reiniciar os serviços
rc.messagebus e rc.hald)
A propósito, os serviços acima mencionados devem estar em execução.
