O que vc pode fazer é montar manualmente: # mount /dev/sdb1 /mnt/tmp Ou adicionar a linha abaixo no seu /etc/fstab para que os todos os usuários possam montar e desmontar com o comando mount /dev/sdb1 ou mount /mnt/tmp: /dev/sdb1 /mnt/tmp vfat noauto,users,umask=000,utf8,shortname=lower 0 0 E, por fim, o HAL.
