Yes, we are moving to a system where an avatar is "loaded" if it has baked textures. Local textures (individual layers) are still present for the time being for support for legacy viewers, but starting with 1.23, clients no longer "bake" textures for other avatars (only for yourself). An avatar is considered to be defined if it has the following textures set:
TEX_HEAD_BAKED TEX_UPPER_BAKED TEX_LOWER_BAKED TEX_EYES_BAKED TEX_HAIR_BAKED* (*Note that hair was not actually baked pre-1.23.
