Did you install the both the FMOD libs and headers as per http://wiki.secondlife.com/wiki/Microsoft_Windows_Builds#Fmod before running develop.py?
cmake caches it's settings in CMakeCache.txt, so if wasn't there the first time it may not have noticed it is available now.
