There is no point to a "slow mode". A script in "slow mode" is using  
up just as much memory as any other script. There is no savings from  
this kind of scheme. The only way to have quotas actually serve a  
useful purpose is to actually return objects and refuse objects and  
avatars entry when the limit is hit. No other mechanism is meaningful.
