I would suggest to start by splitting the client and the server releases as well. I mean: if we are ready to distribute the server, but not the client, we do that: release one and not the other.

I would not want to move any server part as with CVS moving actually is a delete followed by an add. This would mean the whole CVS history would be lost and this is not good. So, I'd propose to leave the directory structure as it is now.

Splitting releases doesn't have to touch anything in CVs, it's just a matter of modifying the "dist" targets in the build files.
