/legal or /lib?

It has been pointed out that we need to be distributing licenses along 
with the .jar files we have as dependencies. My question is should we 
put those license files in /lib alongside the .jar they reference, or 
should we centralize the license files into a seperate directory, say 
/legal with easily understandable names (third-party.jar.license.txt)?

I see merits to both, but I'm liking the /legal option because it seems 
cleaner. I don't really like the idea of non-library files being in /lib.

I think we need to choose a standard location and encourage anyone who 
has added dependencies to attach the appropriate license files. This 
should probably happen before the 10th.
