My understanding is the licenses should be in the lib directory as anyone using CVS and browsing through the lib dir shall immediately be pointed to the fact that the lib is not from Apache. This would not be possible with a legal dir.

Other than that: are there still missing license / notice files?

I see merits to both, but I'm liking the /legal option because it seems cleaner. I don't really like the idea of non-library files being in /lib.

I think we need to choose a standard location and encourage anyone who has added dependencies to attach the appropriate license files. This should probably happen before the 10th.
