Thanks Remy,
 I have looked at the permissions in domain.xml and believe all rights have
been granted to all users. Could you please take a look at the attached doc
and let me know if something seems incorrect? I also threw web.xml in here
too.

403 is unauthorized. The principal used is apparently missing some
permissions.
The status codes are defined in the HTTP and WebDAV RFCs.
