How about we make a concerted effort to bring it alive again then? I am
sure the developers are working hard quietly on the side, but perhaps uz
users can collaborate with them and submit changes with a fixed date of the
next version as a goal to work to?

In my experience with the WebDav client, it works well enough if you
discard the HttpClient and write you own wrapper class. It's not all bad.

Not only that but it would appear that the current
maintainers/developers do not do much to support the current questions
on the list.

This is probably the most neglected Apache Jakarta project and it should
be released and replaced with some other Apache license compatible
WebDav system, in my opinion.
