Which realm are you using? Does a network trace show that the client is sending a Digest Authentication header?

Another issue may be whether or not the version of Tomcat you are using correctly implements digest authentication. Check out bug http://nagoya.apache.org/bugzilla/show_bug.cgi?id=22563 for the problem and solution.
