Actually when I started tracking down the problem for my client I found that
the MSDN article simply states:

CAUSE
Access is not designed to open a database by using a URL address.

...

I don't know if Visio has the same security issue as *.mdb files but I
wouldn't be surprised.

Just a guess, but it may be due to the fact that Vision was a third 
party product.

Office products have the libraries built-in to allow them to access 
webfolders, but other windows apps ( such as wordpad ) do not.

Maybe MS have not changed the original visio source enough to 
incorporate the webfolder library code.
