It's the Felix console out of the box, the launchpad/webapp module has a dependency on org.apache.felix.webconsole-1.0.0.jar to load that bundle and use it as is. The console was developed here by our very own Felix, and donated to the Felix project after we met with the nice Felix folks at ApacheCon last April and offered it to them. -Bertrand
